Is the pump not starting, tripping an alarm, running but not producing flow, or

Pump 2 won't start. HOA switch is in Auto and the SCADA shows it's
in command, but it never kicks on.
Got it. The pump is being commanded but not responding. Let's
isolate whether it's a control circuit issue or a mechanical/electrical
one.
First: Can you go to the panel and try switching the HOA to Manual? Does the pump start in Manual?
